I am the ONLY one on the company page now. There used to be two others but they are no longer with the company. I can access the billing but I can't access the Administration page.
I can't seem to find an answer anywhere! :(

I'd first establish under which account you're accessing the suspected two orgs / sites.
Contact Atlassian support https://support.atlassian.com/contact/#/ - after you fill in a couple of details you should see the option to start a live chat with an actual agent. They can request that you grant them access and will be able to investigate the situation - we can only guess here.
(Your case reminds me of my issues on my private site that I access both with a federated Google login and with my email which was identical to my Google login email address. Hilarity ensued - I was an org admin but some sections would tell me that I was not... :) But Atlassian support resoved that very quickly. )
Their support really sucks. I can't access ANYTHING but keep getting a bill. That's nice.

I have no idea what is happening now because I was on the billing page and now when I go there, it shows no billing or anything. It's like I'm looking at a different company page that has no billing.
BUT when I go here:
https://filmatick.atlassian.net/ I can see my jira and everything else. It's like I'm looking at two different places.
