I want to be able to create and manage users groups, how to do on the Cloud

Hello,

We were on data centers and now we migrated on the Cloud. Space managers are not able to create and to manage users groups, 

We bought a PI from a partner when we were on datacenter version, now It seems that there no partner who propose this kind of PI for Cloud, do you know if I am right ?

Is it correct to think that Atlassian is not willing to offer this capacity to space administrator?

How to find a solution?

If you are the site administrator of the instance you should be able to Manage users, groups, permissions, and roles in Jira Cloud 

Please take a look to How user management works in Atlassian Cloud

You have to be an administrator to create and manage users and groups. If you are not, then this ability won't be available.

Only use company managed projects. This will allow you to add permissions schemes and roles similar to Data Center. The documentation that @Samuel Gatica _ServiceRocket_ provided will also help.
