I would like to clarify the permissions related to enabling Public Links on pages that have content restrictions. Specifically:
Is it only possible for users who are currently listed in the page restrictions (e.g., those with view/edit access) to enable the public link?
Or can a space admin also enable the public link for a specific restricted content page, even if they are not explicitly listed in that page’s restriction settings?
I could not find an explicit explanation about this behavior in the official documentation.

First note that to enable a public link for a page Public Links must be enabled for a Space. Only a Confluence Admin, not a Space Admin, can control enabling/disabling Public Links at the Space level
To enable/disable a public link for a specific page one must be able to access the Share button on that specific page. To access the button one must be able to view the page.
If a page has been restricted and the space admin cannot view the page then they cannot get to that button. Therefore they could not enable/disable the public link for the page.
This page indicates that Confluence Admins have access to manage public links enablement for Confluence overall, for spaces, and for pages. It does not indicate that there is a path for a Space Admin to manage public links within their space.
However a Space Admin can remove restrictions on any page from Space Settings > Content > Restricted, so they could remove the page restrictions and then access the page and access the Share button.
