If someone didn't have the 'view' permission for the space, can I add him to view a specific page in this space?

The phenomenon is as follows:

Our space is for internal working, so only members in our team have the permissions to view our space. 
However, there is a specific page we want to share to other teams. I have tried to change the restrictions of this page to "viewing and editing restricted" and add external team members as "Can view", but they still can't view this page.

Regarding your question: 
If someone didn't have the 'view' permission for the space, can I add him to view a specific page in this space?
-- This is not possible. User should have view permission on space and later it can be restricted. 

Workaround:

  1. Create 2 main pages in your space. Example: Internal pages, Public pages.
  2. Grant view permission on space for all users (internal team + other users)
  3. Restrict Internal main page only for internal users  through page restrictions and move all internal pages under this.
    By doing so, other team members will be able to see only pages under Public pages section.

Hello @Devin and welcome to Community.

The short answer is no: users have to be able to see that the space exists in order to be able to see any page within that space.

You would need to give view permission to the space, and then restrict who can see all the internal pages.
