If someone has 'view' permission, can they still add content to a blog?

If someone has 'view' permission, can they still add content to a blog?  I've got a confluence page setup for our supervisors which I want to make sure they can add to the blog but not change anything else.

Hi Rudolph

From your space page click on ... (3 dots) on right side top click on Restrictions

From popup window as below you can select 2nd option and add users who can edit the content.
