Imaging missing on new POC environment

Hello, we recently set up a new POC environment with Confluence. We've imported a database dump and everything seems to be fine except for images (links) which are not visible. Does anyone know the steps to restore the images? I have already reindexed the server

Did you modify the base url to reflect the new server name/ip?

I copied over the attachments directory from our production server to the POC. Restarted the POC and the images are still not there.

The images are not kept in the database. They are kept on the file system under the "ConfluenceHome/attachments" directory.
