In Chrome I do not get an option to choose a "File Description" when uploading an attachment like I do with IE?

Hi Scott,

Just found the same thing. I suspect that IE 11 is the outlier here and the intended behaviour is for the comments to be added via attachment properties. I've raised a bug for it at https://jira.atlassian.com/browse/CONF-45184 so our devs can clarify.
