I inherited a server. (ugh....) The httpd install was a total mess so my boss and I decided that it would be best to uninstall and reinstall Apache.
The process went as expected. I moved the proxy conf files for JIRA and Confluence to the newly installed httpd directory. Restarted httpd service and JIRA came back up no problem, but Confluence didn't. I've restarted JIRA and Confluence.
What else can I check?
When you say "Confluence didn't", did you check Confluence directly?
Can you try checking the internal url Confluence is on without the proxy to see if it's actually running? If it's running, then we need to look at the Apache settings. If it's not running, or running with errors, then we need to fix that, and a good starting point is the Confluence logs.
Make sure both Atlassian services (tomcat) are running for Confluence and Jira.

I think it would be best to investigate Confluence's Tomcat – If you inspect the server.xml
file, you should be able to locate the URL and port that points to Confluence. This should confirm for you that you can access Confluence as normal. After that, it should be a matter of ensuring the typical proxy is set up.
