Is each Personal Space an actual Confluence "space"?

Yes. There's no real difference between a personal space and a shared space. Different defaults, funny name/url, and different search weighting (which is wrong for most Confluence users, but that's a different subject). But still a space.

So is it possible for each Personal Space to use a different theme? And have different security (access/interaction) permissions? (And thanks again, in advance).

Yup, same as shared spaces. You'll find the admin screens are just about identical.
