Is it possible to add to a confluence page states that indicate if the page is 'under construction', 'closed', etc... ?

You could use something like the Warning macro and put it on a page with a message saying that it is closed or under construction.

But it's not possible to have something, like a dropdown list, where you can select the state ?

Not in the default behaviour in Conlfuence but you could try a plugin which gives you a concept of workflows around a page.
