We are setting up a knowledge base on Confluence and want to encourage collaboration by allowing users to add to and edit pages, but we also want the opportunity to review those changes/added pages before they are published, so that we can ensure that the changes are appropriate and information doesn't conflict/be duplicated etc... Is this possible?
You can setup a space and allow the "add" permission for those who you want to add/edit. Then when you are ready to publish have another space where just the people who you want to "publish" have the "add" permission.
Once the pages are ready from the edit/add space only the users with "add" permission in both spaces will be able to move them.
This way one space could be entirely for drafts and the other space could be for published content with nearly the same page structure.
That ability is not native to Confluence. However there is an add-on in the marketplace for that. Check out Comala Workflows.

Thanks for the quick response Davin! I took a look at the add-on which looks great but unfortunately our Confluence is cloud-based and Comala Workflows seems to only be available for server-based Confluence.

I'm product manager at Comalatech, the company behind Comala Workflows. You can have a look to Comala Approvals, which is a cloud app. It has the basis to review and publish pages. It's not as complete as its server counterpart, but we are working to improve its capabilities.
