Is it possible to share a database publicly, or even provide anonymous access? The option to share a database publicly is not present in the sharing sheet, as it is with pages.

At the present time the Database feature of Confluence Cloud is not compatible with anonymous user access. We have a feature request for this over in https://jira.atlassian.com/browse/CONFCLOUD-78477
There is also another page in https://support.atlassian.com/confluence-cloud/docs/what-confluence-databases-dont-support/ that details some of the other known limitations of Confluence Databases.
I hopes this helps to explain the current behavior.

It's weird, though, that while one can't see the actual database content, the database itself shows up in the navigation tree.
It's easy to reach the conclusion that it's either a bug or I'm doing something wrong.

Good question!
I just tested this and was able to see the name of the database in a publicly available Confluence space. But I could not see the database content.
I'm not sure if this is a bug because the guidance here doesn't work for anonymous viewing.
