Thinking outside the box here. Things I'm wondering if it can be done:
1. Yes - Create useful pages with images and videos describing important work things
2. Unsure - Add multiple unique tags to images
3. Unsure - View, search, videos and images by tags
I know there are other tools that are specialized for hosting media and images but they aren't necessarily connected to the Confluence Wikis as I am imagining here.
Anyone know if this is possible/even makes sense?
Yes, this is possible.
Is it something that exists in the base system or is it something that's just possible but not currently available.

It is already there.
Label an attachment (like an image) https://confluence.atlassian.com/doc/add-remove-and-search-for-labels-136419.html#Add,RemoveandSearchforLabels-Labelanattachment
There are various macros that allow you to display or find content, such as images, filtered on labels. E.g. https://confluence.atlassian.com/doc/gallery-macro-139434.html
And an advanced search option https://confluence.atlassian.com/doc/search-139528.html
You can also create your own User Macros to support specific requirements.
