I want to have comment boxes in parts of a numbered list used as a workflow.
Adding Info, Note, Caution, etc will add below the numbered list and not inside it.
I got around this by including an image of what I want, but it will not scale correctly when the window is resized. I don't see markup code to do this.

What you are referring to is nesting. The ability to nest a macro or element inside a numbered or bulleted list.
Unfortunately this is not currently available in Confluence. The Product Team does have this on their roadmap and started research on it, but the way Confluence works today it is not possible.

Similarly, I noticed that you cannot next text panels. If I recall correctly, there used to be an option to create an Info panel and add a separate Warning panel within it. You cannot put a table within a panel either.
