Custom HTML feature is not available for OnDemand sites.

Sorry to hear that. There is a plugin available for OnDemand which allows you to set an announcement banner plus more, but it is not free. See here for details: https://marketplace.atlassian.com/plugins/com.wittified.atl-announcer-confluence#cloud

Hi,

This article describes how to do that in Confluence, I do not know if this also applies to OnDemand but I think it does.
