Is there any way of sharing a file with external user (without being export pdf/word)?

I'd like to understand if we have a way of sharing a document we have on confluence with a user that is not from the workspace (nor confluence), without adding him/her to the team, thus, not get billed. 

A way, that is different from pdf or word. like a public url where a user could see and not use.

Yes, you can! Share the Confluence Page URL to the person. But, before that, you have to enable first the anonymous access permission in the Global Permission settings.  

I tried it before answering your question because I'm also curious. It worked.
