When editing a page in Confluence, we get the following error message:

This Confluence installation is not licensed for additional users
You have exceeded the maximum number of users for your license. You will still be able to view content, but in order to create or edit content, you must reduce the number of active users in the installation.
There are two ways to reduce the number of active users:
Disable users
Delete users
To disable or delete a user, visit the Users page then search for their name. After following the appropriate link you can choose the 'Remove' or 'Disable' option.

However, we already did remove inactive users and at https://confluence/browsepeople.action there are only 7 remaining users displayed, but the error message still gets displayed. We've got a 10 users license. Please assist.
Can you please check the permission Permissions --> Global Permissions page and verify whether the inactive/deleted user removed from permission.
Also, please check for how many users there are the "Can Use" permission. Verify all the groups and see the inactive user is removed from the group.
