I'm trying to link to a certain section of the page but it is not working. The url I'm using is:

I'm testing on Chrome. However, if I go to the page and select the link manually at the top of the page it works.
Anchors work from the Table of Contents macro but not when accessed another way, you say?
Thanks for the link, Joshua, I played with it for a few minutes and saw it is a great example of this bug: Page Anchor Links Position Incorrectly When Used. I cannot explain why the exact same link that works in the TOC will not work when I paste it into a browser or click it as a link.
As a comment on the bug report describes the issue:
Attempting to link to an anchor in the middle of a long page results in landing almost 9 full screens worth above the intended anchor.
My page includes a table of contents macro, and many pictures of diagrams.
Clicking on the Table of Contents link to the same anchor works perfectly.
