I work in IT and there are some issues that have multiple outcomes and multiple resolution steps. I was hoping to make a flowchart that breaks down those resolutions, but perhaps make it step by step so that if you select "customer says this", a second option appears with the possible outcomes.
So essentially, not showing the entire flowchart at once, but one that reveals options based on clicking a certain box. Is that possible in Confluence?

Another Confluence app that supports interactive diagrams is called draw.io (disclaimer, I work for the draw.io team). We introduced the feature in 2018 and have been successively refining it since then. Besides the functionality to show and hide layers, there are a lot of other interactive features that want to be explored. On our website, you can download our Interactive Shapes Guide and integrate it directly into draw.io. Through the guide, you can learn step by step in draw.io how to create and link interactive shapes.
There is a second way to cover the function you describe, and I want to outline it briefly for completeness. You can work with different tabs in the same diagram in draw.io and link these tabs to each other. This way, you can very quickly link from a flowchart to detail steps that you have created in another tab and then link back again. Of course, you can also find draw.io via the Atlassian Marketplace; up to 10 users, we are also free in Confluence Cloud.

You can accomplish that interactive diagram functionality using Gliffy Diagrams for Confluence. I'm not aware of other apps that offer this type of interactivity for Confluence right now. (The big disclaimer here is that I work for the Gliffy team!)
You can sign up for Gliffy from the Atlassian Marketplace, and it's free for up to 10 users, so I think you're in great shape!
