What happen when I mention other Confluence users in a page that is restricted to them (viewing and editing). They receive a notification or nothing happen?
I know that this behaviour is a bit counter intuitive but I like to use mentions in my personal pages if, for example, I need to remember to schedule a meeting with someone in the future but I don't want to spam people with notifications.

You're safe! Confluence checks to see if users have permissions to view a page/space before it sends them notifications. If the user can't see the page, they won't get notified that they were tagged on it.

How about this:
I'd like to set up a Project page, first as a restricted page and mention all members. And when the Project starts I would set the page to 'open'.
Do all mentioned users get the notification then?
