Migration to Confluence Cloud fails : Insufficient Read Permissions

Hello -

Testing a migration from onsite Confluence to Cloud.  Wizard uploaded my users, but every test user space failed with 

"Insufficient file read permssions for c:\confluence\data\attachments"

Does anyone know how to fix?

Welcome to Atlassian community!

Migration initiate person need all the access in the server and all the RDP machine access in that machine So As I can see the   the Migration initiate person don't have the proper access to the attachments folder. 

Please check it with the security team, why you are not able to access for c:\confluence\data\attachments"
