Missing feature in confluence cloud: Product requirements | blueprint

My firm uses confluence cloud. I wanted to create a project requirements, blue print - however I see the macro/plugin/option is missing.

Would this be a license limitation or some error?

Thanks for responding.

Verified all plug-ins are enabled.

Then on a detailed look, found this option is not given directly under macros, but rather  a  template to choose from under 'create from template' macro (drop down list).

Hi,

The admin has the ability to disable blueprints.
