Mouse Over an Image to direct to a new section in the same page.

I have an image which I would like to use to hover over with the mouse so that when I click on the image it can then redirect to a new section on the same page. Pls help?

Are you using a cloud instance of Confluence? I ask because the new editor does not currently support links to be added to images. You requirement to have an image to link to a heading perhaps on the same page is not possible at this time. 

There is a suggestion on Atlassian's roadmap that you should vote and comment to demonstrate to Atlassian there is a need for this feature.
