As the title states, looking to get a verified answer on whether or not a user is required to have a Confluence license to comment on any article.

No, you don't have to; by granting anonymous users comment permission, you will be good to go.
You will also need to allow anonymous access at the global level and then set permissions for the space.

Yes, you have to authorise people to be able to change your data. Atlassian stuff allows "anonymous access", but it's a really bad idea if it goes beyond "read".
You should only allow "comment" to people within your organisation.
