My cloud confluence is migrated to server need to add banner?

As per your summary, you have migrated you Confluence cloud to Server.  Please follow this article to set up a site-wide banner in the Confluence.

That functionality does not exist in Confluence Cloud. What you can do instead is make Confluence read only.
