I have exactly the same problem as reported here:
This is for our Cloud Confluence instance.
I created a new group and added the necessary users. I then created a new space in Confluence and then went to the permissions page. When trying to add the new group, it does not appear in the list of groups.
If I go back to the Site administration where I created the group, I do see it listed. So it seems that the new group is not showing up when trying to add it to a space on the permissions page.
Any guess what may be going on?
I also checked the status.atlassian.com page, but that shows that everything should be fine.
3,5 years later I have the exact same issue.
Guess i need to wait...
I tried again (+20 mins after creating the group) to assign rights for my new group on the site administration page and now it worked.
I guess it just takes a while? or was there a problem with Confluence?

Happening to me today. But it's been nearly an hour already and the group still doesn't show as an option. No status issues posted for Atlassian currently.
