I'm a sys admin and on the general configuration page there is no option for collaborative editing? What you see below is all that it on the page.
@BobIt depends on which version of confluence you are using, i think that collaborative editing was introduce from confluence version 6.0 and later version
so if you have version 6.0 and above then log in as confluence admin go to admin button > general configuration > collaborative editing, to read more about managing it read here

Other you wise you will need to upgrade to later version.

Hi Mohamed, as my attached screen shot shows, there is no "Collaborative editing" link, button, page, option, etc... available from my "General Configuration" page. If I'm missing something, please point it out. Thanks!

I understand the confusion now, after you go to ---->General Configuration
you will be able to see collaborative editing on the left side bar as in the below image.
"it is not inside the general configuration page." i hope this will solve your problem

To check if Synchrony is running, go to --- > General Configuration > Collaborative editing.
