'On this page' box with links to sections on the page - how to do it?

Atlassian docs often have a box titled 'On this page' with links to sections on the page. I can't find documentation as to what that box is (macro? gadget?) or how to create it.  Anyone know?

It's a table of contents macro inside a panel macro.
