Page Approval in Confluence with external stakeholders?

Hi, just wondering if Page Approval in Confluence works with external stakeholders or only internal registered users?

If you refer this page, the users to approve the page is required to have license to edit the page; if they are guest and have required permission to update/add pages, then they can.

I believe you need modify page permissions to approve a page.  You can confirm by contacting support here: https://marketplace.atlassian.com/apps/144/page-approval-for-confluence?tab=support&hosting=cloud
