Page Property Reports: "Page Does Not Contain Text" Filter?

I need to create a page with two page properties report: One shows active projects, and the other shows inactive projects. To facilitate this, I planned on training my users to name inactive project pages as "Inactive...."

This lets me manage the inactive page properties report... but I don't know how to filter these pages out of the "active" page properties report.

Can I use the Page Properties report filter "Inludes text" negatively? I want an "Excludes text" option

An alternate method for controlling active vs inactive page listings between the two reports is to use labels. Pages with a label of "active" show up in the active project report, and those with a label of "inactive" show up in the inactive project report. Then you don't have to edit a page, just edit the labels.

The users I'm training are total Confluence newbies. I'd like to avoid training them on labels for now, if I can.
