The change in format of the panel macro is going to create an inconsistent experience as we add new pages to Confluence. How can we use the old panel format when the old editor goes away?
Hello there, @Kenneth Vaughn ! Keeping our documents aligned, both content and visual wise is always a good objective to seek. However, sometimes during big changes, we must change everything.
To be short, I will tell you that we can not roll-back to the old Panel Macro after we migrate (or start a page with the new editor) a page to the new editing experience.
There are some conditions for pages to be migrated to the new experience, though. One such condition is that the page does not contain unsupported macros. One of those macros is the Panel Macro. Here in this ticket, you can check more details:
Some old pages may not migrate to our new editing experience style due to the existence of unsupported macros in them. This will most likely cause an incoherence in aesthetics. Just like you pointed out. Here is a little bit of background on the new editing experience which Atlassian is deploying:

The new experience is yet to be rolled out to 100% of our customers, so there are two Panel Macro variants. The old one and the new one, both active and usable.

You may want to vote on and add comments to this Jira issue: Bring back the original panel macro feature. There are many other customers like yourself who have been greatly affected by this change -- and maybe the Atlassian team will be swayed by our requests.
The new panels that Diego describes provide no option for users to choose on their own background colors to show, or if they want an icon to show at all.

The new panel macros allow for almost nothing to be inserted into them. No files, no other macros like Expand, Jira Issues, etc.
Useless except for colorful notes.
