I have made a ticketing system in Jira for our budget planning team which is responsible for Dashboards and KPIs and Bonus payment for sales and key account manager teams, now I want to make a permission system that each user can views only his team tickets but administrators can see all the tickets and work on them, how can I make this possible????

I understand you wanted to configure permission in a way so that each user can views only his team tickets. To achieve this you need to configure issue security scheme in your project.

I tested ways you suggested but it did not work for me,
First I built a specific project role and put them in specific security levels, but with this way each user can views all the tickets.
Second I tested making groups for each team and assign teams to specific security levels but it did not work again.
can you give me a more specific step by step guide to what to do?
Let me explain my problem more specific, we have almost 20 teams which each teams have director(as highest level in hierarchy levels of our company), Managers (as second level of hierarchy levels of our company) and Supervisors (as third level in hierarchy levels of our company). supervisors and managers can create tickets, and I don't want different teams see each other tickets and each team can only see tickets created by supervisors and managers in a specific team.
