Don't know what you mean by launch. Many options.

• If you want to just link to a Jira issue, directly link to the Jira Url of the issue using the usual links in Confluence text.

What I mean is provide a web form in Confluence that can be filled out by a user and then sent to Jira and this will create a new issue in Jira containing the provided information. Similar to the functioning of the Jira "Create" screen but without having to sign into Jira.
