We're creating a public page in Confluence Cloud for people to put in their ideas to improve operations through efficiencies. It needs to be globally writable, but is there any sort of mechanism to prevent someone from deleting the entire page?

Go to the space settings >> user permission and manage the delete permission as needed.

You can restrict the ability to delete pages by setting permissions at the space level. Go to the space settings, navigate to "Permissions," and then adjust the "Delete" permissions for different user groups. Ensure only trusted users or groups have the permission to delete pages.
