Not able to install the latest Sharepoint connector because of the given issue above.
After reinstalling the application everything worked fine.
We have the same problem in our Confluence installation. It is running on the same server as out Jira installation. Both are upgraded regulary. They are server by the same reverse proxy. app updates works fine in Jira but not in Confluence. After some investigation, read Google, I found this https://community.atlassian.com/t5/Jira-questions/Plugin-Update-Error-downloading-plugin-from-https-marketplace/qaq-p/678491. It solved my problem.

How did you solved your issue ?
I have a similar problem,
* server is behind a proxy
* from jira itself, I get a nice message "Problème daccès au fichier {0}."
* but plugins can be downloaded from the server and then installed manually, except for the tempo plugin.
(Jira v7.9.0)

yes, we solved it. Anyhow - we had so many issues around proxy and reverse-proxy settings that I cannot say for sure which setting finally solved that special problem.
Are you using a reverse proxy as well?
I recall that we did a lot of research in the proxy logs to solve it.

Yes, we have a proxy between our jira server and internet. Log of our proxy shows only successful CONNECT and HTTP/200 ... but we still have "Error downloading plugin from https://marketplace.atlassian.com/download/..." in jira log.

Has anyone got any hints on how to solve this? We changed our proxy server recently, I am suspecting it to have caused this. Anyhow - I can access the Market Place normally, just the download of the updated plugin fails.
Any ideas are highly appreciated.

Wait a while and try again. Sometimes websites aren't accessible. I can download the file you've linked to, so maybe it was just some gremlins in the wires.

I can manually download it but I can not use the upgrade feature in Confluence to upgrade the plugin.

This has got to be one of the worst error messages in Confluence, and its not helpful at all. I have a dev and prod instance and everything works great in dev when updating plugins, but for some reason on prod, it fails out with this error. Not sure if its a network issue, a firewall issue, etc.
Also, I then try to manually upload the jar and it just hangs there "Uploading plugin..." even though the browsers says it successfully uploaded. Conf v4.3.7
