Several of the spaces on our site are for public documentation resource help.
We have recently noticed that if you are not logged in, some of the images and even some of the pages will not load, even though these are spaces set to "anonymous user" for access.
This was never a problem before so we are not sure what changed.

Do the problematic pages have any page restrictions applied to them or to a page higher up in the page tree?
Do the problematic pages reference content in another space that doesn't have "anonymous" access enabled?
@Kristian Klima @Trudy Claspill - Thank you both for your input! We discovered it is an issue with our SSO with our company accounts. It appears fine for our anonymous users but for some reason is an issue we see if those of us with accounts do not log in. Very strange!

Aside from the permission issue that @Trudy Claspill mentioned, I noticed that sometimes (especially when you copy paste an image to a Confluence page), the image is displayed as a URL entry rather than a bona fide image.
We had quite a few of these when we were migrating some content from Zendesk and other resources. Sometimes, an image would be copied, sometimes, Confluence would display the image loaded from the original URL.
It's hard to tell it's happening - but since you know which images misbehave, you can target them precisely.
