Public link toggle is not showing in my Confluence settings

Apparently Atlassian has disabled the feature until further notice.

Hi, I do have the same problem as Fidaa, 

checked the global permissions and I have restricted anonymous access. Eventhough, I am not able to see the "public link" toggle.
