Question about public access

Hi, I'm running a public wiki. For those that would like to edit the wiki, they would need to sign up prior. Question is... does each sign up equal to one user? I'm figuring out how much eventually I would pay for subscription. I understand that users means the team that has access to the page. But what about public when they sign in?

I can only speak for the Server edition but I think the Cloud edition works the same way. When you have named users then each user who is allowed to log-in counts. It does not matter if they actually use their account or how many of them use their account at the same time. 

But you can recycle licenses. So when somebody leaves the company you can disable old accounts. Disabled accounts do not eat expensive licenses anymore. In general it’s better to disable than to delete. Deleted account might not be shown properly in page history.
