I'm looking for a couple of answers:
"Log in as User" button: As far as I understand it with this button an admin can make sure a user can access certain spaces and check if everything that should be accessible is.
A site admin can not use this button to log in as other site admins, correct?
Is there a way to make spaces/boards/trello boards completely private? I'm asking because we have shared boards where regular users share sensitive information which should not be accessible by the "Log in as User" button.
Can all site admins use the "Log in as User" Button and is there a way to prevent it or disable it?
Does this all come down to: trust your admins/remove their status or is there a way to share boards exclusively with certain people?

Members of the confluence-administrators group can access all content in your site, even if it is locked down. My advice is to create a separate administrators' group and move most of your admins there. They would have most access, but would not be able to see all site content. Limit the number of people in the confluence-administrators group if you are concerned about privacy. Or, as you said, trust your admins to do the right thing.
