Drafts are personal to specific users by default. That's correct. The moment they have been shared, it will be visible like any other personal draft to the other users that you have invited - in the page tree and in the "Recent - Drafts" section. Are you certain that the draft page or the invite link was never shared with others?

If you press the "Publish" button, the page will be published and is not considered a draft anymore. A page is only in a draft state before publishing it. After that, it's available to everyone who has access to it based on space permissions and page restrictions.
