Access given to view a restricted page but user still can't access

We recently added a new site admin who was also given access to multiple restricted pages in confluence.

However, the user still can't access the page and the "Restricted Page" error message still appears.

I'm not sure if it's relevant but user can't apply filtrations while using advance search in JIRA software

Do they have permission to see the space the pages are in?  What does the mail sent to the page author say the problem is?

Yes they do

the mail sent to author notifies that a user requested access and the author grants them access.

So they can see other pages in the space?  And can they see all the pages "above" the page they are not able to see?

No, they can't see any page in the space although they were given access to it in space through Space Settings > Permissions

Ok, so you will need to grant them permission to see the pages above the page in the hierarchy.
