I am new to Confluence and stumble a question how to structure spaces on Confluence.
My default group confluence-users has view access right.
Whenever I create a new space, are all the users in confluence-users able to see this new page?
The reason I ask this is that if I have my spaces according to departments, IT and Finance, I do not want people who can see IT be able to see the Finance space.
I can of course 2 groups IT and Finance but how about confluence-users?
What is the best practice?

It's likely they can see the new space, but you should double-check the Default Space Permissions.

To set the default space permissions:
Go to
> General Configuration
Default permissions are configurable for groups only, not for individual or anonymous users.
You also mentioned if they could see the "new page" but I think here you were referring to the new space, correct me if I'm wrong.
If you create new pages in an existing space, it will follow the Space Permissions (as reviewed in the link above), but if you want to edit individual page permissions, you can set Page Restrictions individually.

I think editing the default space permissions is the way to go.
