Announcement Banner

I'm unable to locate the option to add Announcement Banners.

I can see in Knowledge Base articles that it should be here in the Admin Settings, but it's not available.

If you use the cog wheek to enter Confluence administration you should see, as follows;

Ok I can definitely see only Spaces and Automation.

We're currently on the Free version - is that likely the reason?

Yes, this is the reason, free tier subscriptions do lack many settings that require a paid plan.

You have probably already seen this page with instructions:

But I don't think Announcement banners are available for Free accounts/subscriptions which you indicate you are using. 

There are some Atlassian Marketplace apps for Confluence Banners that might let you get around that.
