We're using server-based Confluence and the issue is whenever a user requests an app, no one including the server Admin is getting the App request. Usually, it works fine for Jira but we're having this issue with confluence. Any help/suggestions will be highly appreciated.

I don't understand the question about marketplace apps? Should all users be able to choose the apps they would like to have?
That can be very expensive.
Otherwise the team discussed which apps you would like to use.
These are then installed by the system administrator and are then available to all users in the macro browser.
If someone needs a new app, he informs the system administrator and the team or the person who has to pay decides on the use.
This has to be organized in a team and is not a confluence functionality.

So basically we have an Atlassian administrator and I'm the system administrator. The administrator usually request apps that he requires and I install the requested app. When he goes to the marketplace, instead of seeing an option for installing an app he sees an option to request it instead and that's what he did for confluence but I don't see the app request anywhere.

I come across it as an anonymous user, but I have no rights with regard to the search and management of apps.

So, one of a user from our company with admin rights went to the market place and in there he was able to see an option to request the apps as he's not system administrator so, he didn't have an option to install the app there.
My question is where can I see that request? Usually, for JIRA, I get a notification that a user requested an app but for confluence, I haven't noticed anything so far.
