Would like to see if anyone has found a way to provide a report based on all active users and their usage into the platform. I can see last time logged in as a user but this does not show activity or usage. We are trying to make decisions on license seats based on utilization for budgeting. Thanks in advance for any advice.

Are you open to considering an upgrade to the Premium plan? With that you would have access to Analytics:

You might consider upgrading to a trial of the Premium plan to gain access temporarily to Analytics to see if it would provide you with the information you are seeking.
If you go the route of a trial, make sure that you are keenly aware of when that trial will expire, and before it does downgrade back to the Standard plan if you don't want to go forward with paying for the Premium plan.
With administrating a large group for all our products to get basic analytics on usage, it would be expensive to switch to premium, was hoping to have a existing solve in the regular version. Thank you for your suggestion.

There are third party apps available in the Marketplace, as suggested by @Mattia _Communardo_
I even found one that is free called AURA Analytics.

The possibility of upgrading to the Premium plan to get access to the built-in Analytics has already been suggested.
If you don't mind using third-party apps, I also recommend taking a look at the Atlassian Marketplace. Several alternatives provide the information you want, often at a fraction of the cost of upgrading to Premium, and with more features and insights.

Have you considered upgrading to the Premium plan? It includes access to Analytics, which can help you see how your content is performing.
You could start with a trial of the Premium plan to test whether Analytics provides the insights you need. Just be sure to note when the trial will expire, and downgrade back to the Standard plan before then if you decide not to continue with Premium.
