I am building a Knowledge Base for our Jira Help-desk and a lot of our users are occasional users and may be on phones. They will not want to install an app but will click on a link and view a webpage.
I want to get more control over the layout of the pages when seen on a mobile phone.
Is there a way to edit the page layout delivered to a mobile? Or can I bring in the width of the pages so the layout works on both mobile and desktop?

Currently, the web view is not customizable. We get a limited feature set when accessing the mobile version of Confluence via Mobile Web Browser.
There is still the possibility of using the Desktop view while on a mobile browser. Here, take a look:

One thing that left me curious is this part of your question:

It looks like for some people when viewed on a phone the pages were showing the desktop version by default. So I re-authored the pages using layouts and just filling one side. This is what I meant by bring in the width. This has allowed me to make a narrow tall web page.
Ideally it would be great to view the mobile view and set the layout of that also, like in a program like Adobe Muse. There you can set the break points and how the fluid layout adjusts depending on the screen size.
It is very unlikely our end users will bother installing a new app.

However, to have the full Mobile experience within Confluence the Confluence Application for iOS or Android is needed.
