Is there a way to turn this off and go back to the former navigation style? I prefer being able to see everything in the top banner vs having to click on another button to see information

Unfortunately, I do not believe there is any way to revert the navigation changes. Admins are able to fast track their environments showing the new navigation, but there isn't an option to change back.

The General Availability section at the bottom outlines that this is now the default and will be rolled out to all customers over the next few weeks to months.

It sounds like either your instance got (un)lucky and are part of the 5% initial roll-out for standard tier, or your admins have enabled this in advance.
