By blocking internet access to confluence server is there any dependency issues?
related to user management, and usage of macros & server related access.

There is no potential impact. You can install your confluence in intranet OR block internet access.
If your user management is connected to any AD, make sure you enable connection only to that application ip.
usage of macros: Macros are part of plugins and all are installed inside your application. So no impact here also.

If jira and confluence are in same network/Intranet, then no issues.
If they are separate, again your network team can allow two side connection between these 2 applications and you are create app links.

we are using crowd AD for user management, is there any issue related to fetching users and groups if we block internet.
