How can I create a template that fits a business requirements document?

Hey Gal, 

I believe Confluence has a built-in template called 'Product requirements', you could start from there. Or create your own template. 

Do you have a specific use case in mind, or structure ?

Additionally, you can search for the apps on Atlassian marketplace.

As a third option, you can create a template by yourself and use it:

• Confluence settings > Configuration > Global templates
