I have guests that are on Confluence working on pages in their workspace but when they want to export the page to a PDF, they can't so I had to export it for them. Why can't they export their own pages? Note: We don't want them to export a space, just a page within the space.

To export Confluence pages to PDF your guests will need the "Export" permission on the space in order to do it.

So if they are in listed in the "Guest" area, I would have to add them to the "Individual" area for exporting as there is no exporting in the "Guest" area.

You can do that, but I would just continue to export for them as the reason that permission is not available is because of security reasons.

We also are in urgent need for this functionality. Why is that a security issue? This argument doesn't seem reasonable to me? Even Anonymous Users have the possiblity to export.
Why you are not giving admins the possibility to decide whether we want to provide guests the rights to make own exports? I don't really get it.
